He founded the Hays Citizens’ Budget Project in 2010, informing Hays County residents about the county’s declining financial health. Sam has been a persistent advocate for fiscal responsibility and open government at Commissioners Court meetings. Sam believes strong, vibrant communities are formed by strong, vibrant individuals who work together on the things we care about most.
